Description: This flap has been the subject of
considerable confusion since it was introduced. Initially, it was identified as
a "private" issue available to the members of our council jamboree contingent.
The initial opinion was that it was not "authorized". This information was
provided to the reference publication editors for the Blue Book. Later,
the LEC reviewed the situation and came to realized that discussions had
occurred between the lodge advisor and the person who had the flap produced
that indicated the concept of the flap was a good idea and would be
pursued. When time became short before the Jamboree, the person in good faith assumed it was okay to proceed without knowing that the topic had not been discussed with the LEC. Because of the confusion, when the flap first appeared everyone assumed it to be a private issue. Only afterwards did we learn the details. As a result, the LEC officially recognized this issue as an authorized issue after the fact. Blue Book reclassified this issue as ZS1 as a result of the early confusion and prior to the official position taken by the LEC. This was not the fault of the editors, as the LEC approval occurred too late to make a change. Since that time, the Blue Book editors have continued to call this a ZS1 even though the lodge came to recognize it as authorized. |
